Former CIA Official David Rush Pleads Guilty to Misappropriating $194 Million in Government Funds
Search Warrant Uncovers 298 Gold Bars, $2 Million in Cash, and a Stash of Rolex Watches
Advanced to Senior Role with Fabricated Credentials… Faces Up to 20 Years in Prison
A former senior Central Intelligence Agency (CIA) official has been brought to trial and pleaded guilty to charges of misappropriating approximately 270 billion KRW (about $194 million) in government funds by fabricating a special government program, using the proceeds to purchase gold bars and luxury real estate in Florida.
The U.S. Attorney's Office for the Eastern District of Virginia announced on the 6th that David J. Rush, 49, of Ashburn, Virginia, pleaded guilty to charges including wire fraud for exploiting his government position to misappropriate approximately $194 million in government funds.
According to court documents, Rush, who held a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance, inflated his academic and military background to rise to a senior position at the CIA. Investigations revealed that he subsequently exploited his public office to create fictitious government authorities and a fake 'Special Access Program (SAP),' funneling government funds into personal accounts and related corporate entities.
Rush transferred more than $145 million of the defrauded funds overseas, using the money to purchase luxury resort real estate in Florida, high-end luxury watches, and imported vehicles.
In particular, the inventory of items seized during the Federal Bureau of Investigation's (FBI) search of Rush's residence in May added to the shock. Authorities discovered 298 gold bars purchased with approximately $46 million in government funds, alongside $2.1 million in cash, 104,000 euros, and a collection of 30 luxury watches, including Rolexes.
As repercussions of the case grew, leadership from the Department of Justice and the intelligence community uniformly pledged strict punishment.
Attorney General Todd Blanche emphasized, "Federal public servants are tasked with serving the American people, not lining their own pockets. We will root out waste, fraud, and abuse of power across the federal government." Additionally, CIA Director John Ratcliffe stated, "The moment an internal review identified potential criminal conduct, we immediately referred the matter to the FBI," adding, "Those entrusted with the nation's secrets must be held to the highest ethical standards."
FBI Director Kash Patel also drew a firm line, stating, "Rush betrayed his oath, his colleagues, and the American people. No government title or security clearance places anyone above the law."
Under the plea agreement, Rush will forfeit to the government the seized gold bars, cash, Florida real estate, 30 luxury watches, and two 2026 BMW Alpina vehicles.
The sentencing hearing is scheduled for January 28, 2027. Rush faces a maximum penalty of up to 20 years in prison, three years of supervised release, as well as restitution and fines.
