  • a pedestrian bridge over Route 29 with bus stops for future service near Zan Road
  • a signalized pedestrian crossing and reconfigured traffic movements at the Hydraulic Road and Route 29 intersection
  • a roundabout at Hillsdale Drive and Hydraulic Road
  • access management improvements at the Hydraulic Road/Brandywine Drive and Hydraulic Road/Michie Drive intersections This project was fully funded through the SMART SCALE process. Just north of the Route 29 and Zan Road intersection, VDOT constructed a shared-use path and pedestrian bridge spanning Route 29. Access ramps to the pedestrian bridge as well as bus only pull-offs with shelters for future service near Zan Road were also included in this project. To reduce congestion in this area, the left-turn lanes have been permanently eliminated in both directions of Route 743 (Hydraulic Road) at Route 29. The concrete medians on Hydraulic Road were also reconstructed to prohibit this movement. In the reconfigured intersection, motorists traveling west on Hydraulic Road can turn right onto northbound Route 29 and perform a U-turn movement at the existing traffic signal at Route 29 and Seminole Court to travel south on Route 29. Vehicles traveling east on Hydraulic Road, will proceed across Route 29 and use the new roundabout at Hydraulic Road/Hillsdale Drive to perform a U-turn movement in order to reach Route 29 north. With this project element, VDOT installed a pedestrian refuge island, ADA ramps, street lighting at crosswalks, pedestrian signal poles and crosswalks on the south leg of the intersection and the Hydraulic Road approaches to improve mobility and safety for pedestrians. The traffic signal at the intersection was modified to accommodate the new traffic pattern and pedestrian phases. The new Hydraulic Road and Hillsdale Drive roundabout in the City of Charlottesville is open to traffic. The reconfigured intersection reopened on Aug. 6, 2024, one week ahead of the anticipated Aug. 13 completion date. Construction of the new roundabout began on July 8, 2024. This new roundabout will facilitate U-turns for eastbound Hydraulic Road traffic wishing to reach Route 29 north, and drivers exiting Brandywine Drive or Michie Drive wishing to access Route 250. See the navigating the roundabout handout for diagrams about safely navigating the roundabout. With this project element, VDOT reconstructed the rightmost lane of westbound Hydraulic Road between Route 250 and Michie Drive from a through lane to dedicated right-turn lanes for access to Brandywine Drive and Michie Drive. Access is reduced to right-in, right-out and left-in only at the intersection. Directional medians were constructed at the intersection of Brandywine Drive and Hydraulic Road, and Michie Drive and Hydraulic Road. With this work, the Hydraulic Road westbound right lane was closed between Route 250 and Michie Drive, and the left-out movement from Brandywine Drive and Michie Drive onto Hydraulic Road was eliminated. Motorists wishing to make a left-out from Brandywine Drive or Michie Drive will instead make a right-out movement and then a U-turn movement at the newly constructed Hydraulic Road/Hillsdale Drive roundabout. The project component also involves extending the shared-use path along westbound Route 250 along Hydraulic Road to Brandywine Drive, and constructing crosswalks with ADA ramps at the Brandywine Drive and Michie Drive intersections. Project benefits The four project elements will improve safety and traffic flow, and enhance mobility for pedestrians. Major milestones
  • November 2025: The pedestrian bridge over Route 29 was opened and a ribbon cutting was held to mark the completion of the project bundle.
  • August 2024: The roundabout was completed and opened to traffic one week ahead of schedule. The left-turn movement was removed from both directions of Hydraulic Road at the Route 29 intersection and access management improvement work on westbound Hydraulic Road at Brandywine Drive and Michie Drive begins.
  • July 2024: Construction begins on the new roundabout at the Hydraulic Road and Hillsdale Drive intersection.
  • May 2022: A public input and comment period on preliminary design was completed. Since the May 2022 public hearing, the reconstruction of the Route 29 and Angus Road intersection into a Continuous Green-T (CGT) configuration was removed from the package of improvements. Relevant links
