City of Petersburg Appoints Director of Code Compliance

The City of Petersburg has announced the appointment of Johnathan Garlock as its Director of Code Compliance. Garlock brings more than 24 years of experience in operations, logistics, and organizational management to the role and will oversee the City's code enforcement efforts and promote safe, well-maintained neighborhoods throughout the community.

Garlock built his leadership foundation in the U.S. Army, where he held several senior leadership positions overseeing large-scale operations and managing teams of up to 77 people. His background includes coordinating logistics, managing compliance requirements, improving organizational readiness, and leveraging technology to support data-driven decision-making. He is also experienced in business intelligence and systems optimization.

"I look forward to working alongside City leadership, staff, and residents to promote safe, well-maintained neighborhoods through fair, consistent, and responsive code enforcement," said Garlock. “Together, we can build on the City’s progress in eliminating blight and improving housing conditions across the City.”

Originally from Oneida, New York, Garlock earned a Bachelor of Science in Organizational Management, graduating cum laude, and is currently pursuing a Master of Science in Business Administration with a concentration in Project Management.

PUBLIC SAFETY MESSAGE FROM THE CHIEF OF POLICE

June 24, 2026

The recent acts of gun violence and disorderly behavior occurring in our city, including incidents within and around our downtown entertainment district, are unacceptable and will not be tolerated.

The Petersburg Bureau of Police has immediately implemented a strategic public safety initiative designed to increase police visibility, strengthen enforcement efforts, and address criminal activity in the areas where it is occurring. As part of this effort, we have restructured internal resources and reassigned specialized personnel to focus on violent crime reduction, traffic enforcement, quality-of-life concerns, and proactive policing throughout our community.

Residents and visitors can expect to see a significantly increased police presence in areas known to generate criminal activity, large gatherings, nuisance behavior, and repeated calls for service. Our officers will be actively enforcing state and local laws, addressing reckless driving, illegal firearms possession, curfew violations, disorderly conduct, and other offenses that threaten the safety and well-being of our community.

This initiative will also involve close collaboration with the City’s ACE Team and Code Compliance Division to identify and address businesses, properties, and locations that contribute to criminal activity, unsafe conditions, or diminished quality of life. Property owners and business operators who fail to maintain safe and lawful environments will be held accountable. Additionally, we will be partnering with our local, state, and federal law enforcement partners to support these efforts, including the Virginia State Police and other regional agencies. Together, we will utilize every available resource to identify offenders, disrupt criminal activity, and restore order where it is needed most.

Parents should also be aware that juvenile curfew laws will be strictly enforced. Juveniles found in violation of curfew ordinances may face charges, and responsible adults may also be held accountable under applicable laws. We encourage all parents and guardians to know where their children are and to ensure they are being properly supervised.

Let me be clear: those who choose to bring violence, chaos, and disruption into our neighborhoods, business districts, and entertainment venues will be met with a swift and coordinated law enforcement response. If you carry illegal firearms, engage in violent behavior, or create conditions that threaten public safety, you should expect enforcement action.

To our residents, business owners, and visitors: your safety remains our highest priority. The overwhelming majority of people who live, work, and visit Petersburg are law-abiding citizens who deserve safe neighborhoods and vibrant business districts. We remain committed to working alongside our community to reduce crime, build trust, and ensure Petersburg remains a city where families can live, work, and thrive.
