Benefits, Procedures and Programs | The Human Resources Department assists newly hired and current PCPS employees with application for a new Virginia teaching license, license renewal, and other licensure transactions. Initial Licensure RequirementsAll candidates must meet the educational requirements and professional assessments specified by the State Board of Education for the type of license sought. ApplicationThe Human Resources Department will provide a teacher or administrator candidate with the forms necessary to apply for a Virginia License. The teacher or administrator candidate is responsible for returning to the Human Resources Department all completed licensure forms and official transcripts covering all college and university coursework. These materials, including but not limited to fees and assessment exams, must be returned to the Human Resources Department within thirty (30) days after employment. If all forms and transcripts required for licensure are not received within thirty (30) days, the teacher’s employment contract will be null and void, and the employee may be reassigned to a substitute position. Provisional LicenseA three-year nonrenewable Provisional License may be granted to an individual who is employed as a teacher or administrator, but who has not met one or more of the conditions specified in the State Board of Education Licensure Regulations for School Personnel. A three-year nonrenewable Special Education Provisional License may be granted to an individual who is employed in the area of Special Education, but who has not met one or more of the conditions specified in the State Board of Education Licensure Regulations for School Personnel. As a condition of continued employment, employees who are issued Provisional Licenses must submit all of the requirements to obtain a ten-year renewable Virginia license with the appropriate endorsements by June 1 of the year the license expires. License RenewalEach holder of a renewable license in Virginia must meet the recertification requirements specified in the Department of Education’s Virginia Recertification Manual during the 10-year validity period of the license. The Department of Human Resources shall issue recertification guidelines and communicate them to all staff required to maintain current licenses. It is the employee’s responsibility to keep track of their recertification points. As a condition of continued employment, recertification requirements must be submitted by June 1 of the year in which the license expires.
