메릴랜드 부지 150만 달러에 매입… 선박은 기부 받아
2020년 중단 후 6년 만의 결실… 버지니아 측과 선착장 협상 추진
2020년 운항이 중단되며 지역 주민들에게 큰 불편을 주었던 포토맥 강의 '화이트 페리(White's Ferry)'의 운항 재개에 청신호가 켜졌다. 메릴랜드주 몽고메리 카운티 풀스빌과 버지니아 라우든 카운티 리스버그 사이를 운행하는 화이트 페리 운영권과 메릴랜드 측 선착장 부지를 전격 인수하기로 결정하면서다.
1786년에 처음 운항을 시작한 화이트 페리는 운항 중단 전까지 메릴랜드 풀스빌과 버지니아 라우든 카운티를 잇는 주요 교통 수단으로, 주중 매일 600~800대의 차량을 수송해 왔다. 몽고메리 카운티는 버지니아 측과의 선착장 협상이 타결되는 대로 인력을 채용해 본격적인 운항을 시작할 방침이다.
몽고메리 카운티 정부는 24일 기자회견을 열고, 화이트 페리의 소유주인 척 쿤(Chuck Kuhn) 씨로부터 역사적인 페리 선박과 운영권을 기부받기로 했다고 발표했다. 동시에 카운티 정부는 풀스빌 인근 메릴랜드 강변에 위치한 2.5에이커 규모의 부지와 상점, 선착장 경사로, 보트 계류장, 창고 등의 시설을 150만 달러에 매입한다.
카운티 측은 향후 두 달 이내에 소유권 이전 절차를 완료할 계획이다. 소유권 이전이 마무리되면 강에 떠 있는 페리 선박을 인수해 종합적인 안전 점검 및 수리 작업에 착수할 예정이다.
화이트 페리는 지난 6년 전 척 쿤 씨 부부가 인수했으나, 버지니아주 록랜드 농장(Rockland Farm) 측과의 선착장 사용 계약 만료 및 무단 점유 소송 패소로 인해 2020년 12월 운항이 전면 중단된 바 있다. 쿤 씨는 이날 기자회견에서 "소유권이 누구에게 있든 페리가 다시 운항되어 주민들에게 돌아가는 것이 최우선 목표였다"며 소감을 밝혔다.
마크 얼릭(Marc Elrich) 몽고메리 카운티 군수는 "페리 중단으로 가장 큰 피해를 입은 풀스빌 지역 경제와 주민들을 위한 핵심 이정표"라며 "공공 기관이 직접 부지를 소유하는 것이 서비스 재개를 위한 가장 합리적인 해결책이었다"고 설명했다.
이어 얼릭 군수는 버지니아 측과의 협상 의지도 명확히 했다. 그는 "라우든 카운티와 버지니아주 정부가 이번 전환점을 계기로 버지니아 측 선착장 권리 확보에 적극 나서주길 기대한다"며 "필요하다면 버지니아 측이 토지 수용권(Eminent Domain) 행사까지 고려해 주기를 바란다"고 덧붙였다.
라우든 카운티 정부 역시 이번 인수에 긍정적인 반응을 보였다. 라우든 카운티 경제개발국 버디 라이저 국장은 "양 지역 간 연결성을 개선하는 중요한 계기"라며 "광역 경제 활성화를 위해 적극 협력하겠다"고 밝혔다.
Green Light for White’s Ferry Service Resumption Across Potomac River
Hopes have been renewed for the resumption of White’s Ferry across the Potomac River, bringing welcome news to local residents who have faced severe commuting disruptions since its operations were halted in 2020. The breakthrough comes as Montgomery County, Maryland, officially decided to acquire the operation rights and the Maryland-side landing site.
First launched in 1786, White’s Ferry served as a vital transportation link between Poolesville in Montgomery County, MD, and Leesburg in Loudoun County, VA, carrying 600 to 800 vehicles daily on weekdays before its shutdown. Montgomery County plans to hire personnel and officially restart service as soon as negotiations regarding the Virginia landing site are finalized.
During a press conference on the 24th, Montgomery County officials announced that Chuck Kuhn, owner of White’s Ferry, has agreed to donate the historic ferry vessel and its operating rights to the county government. Simultaneously, the county will purchase a 2.5-acre parcel on the Maryland shoreline near Poolesville—including a store, landing ramps, boat slips, and storage facilities—for $1.5 million.
The county expects to complete the title transfer within the next two months. Once the transfer is finalized, officials will take possession of the vessel to undergo comprehensive safety inspections and necessary repairs.
Chuck and Angela Kuhn purchased White’s Ferry six years ago, but service was abruptly suspended in December 2020 following a legal dispute with the owners of Rockland Farm on the Virginia shore over landing rights and a trespass lawsuit.
"Regardless of who owns it, our top goal has always been to get the ferry running again for the community," Kuhn said at the press conference.
Montgomery County Executive Marc Elrich highlighted the significance of the acquisition, calling it "a key milestone for the Poolesville community and local economy, which suffered the most from the shutdown." He added, "Public ownership of the property was the most sensible path forward to restore service."
Elrich also emphasized his commitment to working with Virginia authorities, urging Loudoun County and the Commonwealth of Virginia to step up efforts to secure the landing rights on their side. "If necessary, we hope the Virginia side will consider using eminent domain to resolve the issue," Elrich noted.
Loudoun County officials responded positively to the announcement. Buddy Rizer, Executive Director of the Loudoun County Department of Economic Development, expressed support, stating, "This is an important opportunity to restore connectivity between our two communities. We look forward to working together to foster regional economic growth."
