Arlington County, with support from the Federal Highway Administration (FHWA) Eastern Federal Lands Highway Division (EFLHD), is proposing a new multi-use trail along the east side of Arlington National Cemetery.  The purpose of the project, consistent with the Bicycle Element of Arlington County’s Master Transportation Plan, is to provide additional north-south trail connections within the Arlington County network for pedestrians and bicyclists. Kennedy Burial Site Walkway Replacement  Arlington National Cemetery Southern Expansion Report to Congress Arlington National Cemetery's Stormwater Program Municipal Separate Storm Sewer System (MS4) Permit Arlington National Cemetery (ANC) has a municipal separate storm sewer system permit regulating stormwater discharges through its outfalls. The Virginia Stormwater Management Act, the Virginia Stormwater Management Program (VSMP) Permit regulations and the Clean Water Act regulate these stormwater discharges as point source discharges. Chesapeake Bay Total Maximum Daily Load (TMDL) Action Plan ANC’s Chesapeake Bay TMDL Action Plan provides the means and methods that ANC has implemented, or plans to implement, to meet the pollutant of concern (total phosphorus, total nitrogen, total suspended solids) reductions required by the MS4 permit. Annual Reports The MS4 permit requires small MS4s to submit annual reports to the Virginia Department of Environmental Quality. These reports document the status of compliance with permit conditions. MS4 Program Plan The Virginia Stormwater Management Act, the Virginia Stormwater Management Program (VSMP) permit regulations and the Clean Water Act regulate discharges from municipal separate storm sewer systems (MS4) as point source discharges. Publicly owned systems such as storm drains, pipes, ditches or swales collecting or moving water to surface waters must obtain permit coverage and develop a stormwater management program. MS4 programs must be designed and implemented to control the discharge of pollutants from storm sewer systems to the maximum extent practicable in a manner that protects the water quality in nearby streams, rivers, wetlands and bays. The General Permit for the Discharge of Stormwater from Small MS4s regulates stormwater discharges from MS4s, including Department of Defense facilities.
