팬데믹 이후 지속되는 상업용 오피스 공실률 심화와 고금리·고물가 여파로 워싱턴 지역 부동산 시장이 진통을 겪고 있는 가운데, 버지니아주 알링턴 카운티(가 지역 경제의 지형도를 바꿀 대규모 재개발 프로젝트 2건을 전격 승인했다. 이번 결정을 통해 오피스 밀집 지역이었던 펜타곤 시티와 로슬린 핵심 부지에 총 1,400가구가 넘는 주거용 아파트와 대형 그로서리를 포함한 약 6만 평방피트 규모의 리테일 상업 시설이 들어서게 된다.

알링턴 카운티 이사회는 지난 주말 열린 정례 회의에서 제이엠 젤 파트너스(JM Zell Partners Ltd.)가 추진하는 펜타곤 시티 전 교통안전청(TSA) 본부 부지 재개발안과 월데이 프로퍼티스(Monday Properties)가 제출한 로슬린 1401 윌슨 블버드 및 1400 키 블버드 재개발 사업 변경안을 각각 만장일치로 통과시켰다. 두 프로젝트 모두 수년간 시장 환경 변화와 개발 주체 교체 등 우여곡절을 겪었으나, 이번 승인으로 본격적인 본궤도에 오르게 됐다.

 

DC 소재의 중견 부동산 개발사 JM Zell은 브룩필드 프로퍼티스(Brookfield Properties)와 계약을 맺고 펜타곤 시티 12번가 남쪽(601 & 701 12th St. South)에 위치한 전 TSA 본부 건물의 매입 및 재개발을 확정 지었다. 해당 부지는 TSA가 지난 2021년 스프링필드 신사옥으로 이전한 이후 공실 상태로 남아있던 4.88에이커 규모의 대형 부지다.

JM Zell의 사업 계획안에 따르면 총 3억 달러(한화 약 4,100억 원)가 투입되는 이번 ‘12번가 랜딩(12th Street Landing)’ 프로젝트는 기존 1980년대산 오피스 건물 57만 1,564평방피트를 주거 공간으로 전면 리모델링(Adaptive Reuse)하고, 11만 6,244평방피트를 추가 증축하여 총 607가구의 아파트를 조성한다. 또한 지상층에는 약 3만 평방피트 규모의 리테일 매장과 3,600평방피트의 오피스가 들어설 예정이다.

 

당초 전 소유주인 브룩필드는 2019년 기존 건물을 완파하고 180만 평방피트 규모의 초대형 복합건물 4개 동을 신축할 계획이었으나, 아마존 제2본사(HQ2) 입주와 카운티의 펜타곤 시티 지구계획 재수립 등으로 일정이 지연됐다. 제프 젤 대표는 고비용 구조의 신축 대신 기존 골조와 주차장을 재활용하는 실용적 대안을 제시해 판도를 뒤집었다. 최근 알링턴 카운티 재평가액 기준 1억 650만 달러에 달하는 본 부지의 매매 절차는 카운티 승인에 따라 연내 마무리되며, 공사는 올 연말 전 착공될 전망이다.

 

워터게이트 사건 당시 보브 우드워드 기자가 제보자 ‘딥쓰롯(Deep Throat, 마크 펠트)’을 몰래 만났던 역사적 주차장이 위치한 로슬린 부지(1401 Wilson Blvd. & 1400 Key Blvd.) 역시 주거 중심의 랜드마크 타워로 재탄생한다.

개발사 월데이 프로퍼티스는 지난 2014년 해당 부지에 오피스 및 주거 복합 타워 승인을 받았으나, 팬데믹 이후 오피스 수요가 급감하자 지난해 주거 중심의 대규모 사업 수정안을 카운티에 제출했다. 수정 승인된 안은 2.1에이커 부지에 위치한 1960년대산 구형 오피스 빌딩 2동을 철거하고, 각각 27층 높이의 쌍둥이 주거용 타워 2동(총 831가구)을 건설하는 내용을 골자로 한다.

윌슨 타워(48만 5,000평방피트)에는 506가구와 1만 2,000평방피트의 지상층 상가가 들어서며, 키 타워(43만 1,000평방피트)에는 325가구와 함께 주민들의 숙원이었던 1만 7,000평방피트 규모의 대형 그로서리 마켓이 입점하게 된다. 월데이는 BH3 매니지먼트와 자본 재구조화(Recapitalization)를 마치고 사업에 속도를 내고 있다.

 

부동산 전문가들은 이번 알링턴 카운티의 결정을 워싱턴 DMV 상업용 부동산 시장의 구조적 변화를 보여주는 대표적 사례로 평가하고 있다. 재택근무 정착으로 업무용 오피스 수요는 줄어든 반면, 출퇴근이 용이한 도시형 주택 수요는 여전히 견조한 상황에서 ‘오피스-주거 전환(Office-to-Residential)’ 모델이 현실적인 대안으로 부상했기 때문이다.

특히 신축 대비 공사 기간을 줄이고 건축 자재 소모를 줄이는 친환경적 효과와 더불어, 고금리 환경에서 개발 비용을 절감할 수 있다는 점이 시장의 호평을 받고 있다. 알링턴 카운티 당국 역시 "이번 재개발 승인은 단순한 건물의 재탄생을 넘어, 주거 공간 확충과 상권 활성화를 동시에 이끌어낼 지역 경제의 새로운 모멘텀이 될 것"이라고 기대감을 드러냈다.

 

Arlington County Approves Major Mixed-Use Redevelopments to Tackle High Vacancies and Inflation

In a bold move to reshape its economic landscape amidst post-pandemic office vacancies and persistent economic headwinds, Arlington County has approved two major redevelopment projects in Pentagon City and Rosslyn.

The Arlington County Board unanimously voted over the weekend to approve two distinct plans: a primary office-to-residential conversion by JM Zell Partners Ltd. at the former Transportation Security Administration (TSA) headquarters, and a major residential-focused site plan amendment by Monday Properties. Together, the developments will deliver over 1,400 new residential units and nearly 60,000 square feet of retail space—including a long-awaited neighborhood grocery store.

Pentagon City: $300M "12th Street Landing" Conversion

D.C.-based developer JM Zell Partners, in contract with Brookfield Properties, is taking on the former TSA headquarters at 601 and 701 12th St. South. The 4.88-acre site has remained mostly vacant since the TSA relocated its headquarters to Springfield in 2021.

Dubbed 12th Street Landing, the $300 million project embraces an adaptive reuse strategy. Rather than demolishing the existing 1980s office structures, JM Zell will convert the 571,564-square-foot office space into housing and add a 116,244-square-foot addition.

The completed project will feature:

  • 607 residential units

  • Approximately 30,000 square feet of ground-floor retail

  • 3,600 square feet of office space

Previous owner Brookfield had initially planned in 2019 to demolish the site completely to build a 1.8-million-square-foot complex. However, delays tied to Amazon’s HQ2 arrival and local sector plan updates stalled progress. JM Zell President Jeff Zell pivoted the approach, proposing a cost-effective alternative that preserves the existing structure and underground parking. Property acquisition is expected to close later this year, with construction slated to begin before the end of the year.

Rosslyn: Landmark Towers and a New Grocery Store

In Rosslyn, a historic site known for its connection to Watergate—where reporter Bob Woodward met key informant "Deep Throat" (Mark Felt) in a parking garage—is also set for a major transformation.

Monday Properties, which originally secured approval in 2014 for an office-heavy mixed-use project at 1401 Wilson Blvd. and 1400 Key Blvd., substantially revised its plans last year due to plummeting office demand.

The newly approved plan replaces two 1960s-era office buildings on the 2.1-acre site with twin 27-story residential towers totaling 831 units:

  • Wilson Tower: 485,000 square feet featuring 506 residential units and 12,000 square feet of ground-floor retail.

  • Key Tower: 431,000 square feet featuring 325 residential units and a 17,000-square-foot grocery store aimed at fulfilling a long-standing community need.

Monday Properties is moving forward after completing a recapitalization partnership with BH3 Management.

A Strategic Shift in D.C.-Area Real Estate

Real estate experts view Arlington’s approval of these projects as a landmark signal of the structural shift happening across the Washington metropolitan area. As remote work reduces demand for traditional office space, the demand for transit-adjacent housing remains strong.

Converting existing offices to residential use allows developers to cut construction timelines, lower material costs, and reduce financial exposure in a high-interest-rate environment.
