2026-27 학년도부터 프리K·유치원 기기 지급 중단
초등생 AI 사용 전면 금지… 등교 후 개인 스마트폰·스마트워치 사용도 불허
미국내 최고의 디지털 교육 환경을 자랑하던 페어팩스 카운티 공립학교(FCPS) 교실에서 스마트폰과 노트북, 인공지능(AI)이 대폭 사라질 전망이다. 과도한 디지털 기기 노출이 학생들의 집중력을 떨어뜨리고 정서 발달을 저해한다는 지적이 이어지자 교육당국이 강도 높은 제한 조치에 나선 것이다.
페어팩스 카운티 교육위원회는 지난 16일 열린 정례회의에서 교실 내 교육용 기술(EdTech)의 오남용을 막고 균형 잡힌 학습 환경을 조성하기 위해 제출된 7가지 제한 안건을 전격 승인했다.
이번 조치로 당장 오는 2026-2027 학년도부터 프리K(Pre-K) 및 유치원(K) 학생에 대한 학교 지급 노트북과 태블릿 배부가 전면 중단된다. 다만 개별교육계획(IEP)이나 다국어 교육 지원 등 특수목적이 인정되는 학생에 한해서만 예외가 적용된다.
수업 시간 외 무분별한 기기 사용을 막기 위한 물리적 통제도 강화된다. 교육위는 수업 중이 아닐 때는 학교 기기를 교실 내 지정된 장소에 보관하도록 하는 세부 수립안을 오는 11월까지 마련하기로 했다. 이와 함께 등교 후 수업 시간 동안 스마트폰과 스마트워치, 개인 노트북 등 모든 개인 전자기기의 사용을 금지하는 규정 개정 작업도 함께 추진된다.
최근 교육 현장의 최대 화두인 생성형 AI에 대해서도 엄격한 잣대가 적용된다. 교육위는 초등학생의 생성형 AI 사용을 전면 금지하기로 결정했다. 중·고등학생 역시 원칙적으로 사용이 제한되며, 교장이나 교육감의 사전 승인을 받은 특별 프로젝트에 한해서만 엄격히 허용될 예정이다.
아울러 어린이들에게 무분별하게 노출되는 유해 콘텐츠를 차단하기 위해 프리K부터 8학년까지 학교 네트워크 차원에서 유튜브(YouTube) 접속을 직접 차단하는 방안이 추진된다. 또한, 사이버 폭력과 부적절한 웹사이트 접근을 막기 위한 '단계별 보안 방화벽' 시범 프로그램이 오는 3분기부터 초·중·고교 6곳에서 실시될 예정이다.
이번 정책 변화의 중심에는 디지털 기기 오남용을 우려해 온 학부모와 교사들의 강력한 요구가 있었다. 학부모 단체인 '의도적 기술 사용을 위한 페어팩스 학부모 모임(PIT)'은 K-8 학년 AI 금지 및 고교 AI 유예를 요구하며 1,350여 명의 서명을 받아 교육위를 압박해 왔다.
이들은 "우리가 기술 발전 자체를 반대하는 것은 아니다"라며 "명확한 안전장치와 가이드라인이 마련되기 전까지 아이들에게 무분별하게 AI와 기기를 쥐여주기보다 교실 안에서 건강한 학습 균형을 되찾자는 취지"라고 강조했다.
Fairfax County Public Schools to Ban AI for Elementary Students and Limit Digital Devices Starting 2026–27
Fairfax County Public Schools (FCPS), long recognized for leading the nation in digital learning environments, is taking a major step back from screens.
At a regular board meeting on July 16, the Fairfax County School Board approved a suite of seven restrictive measures designed to curb the overuse of educational technology (EdTech) and restore balance in the classroom. The decision comes amid growing concerns from parents and educators that excessive screen exposure hurts student focus and hinders emotional development.
Starting in the 2026–2027 academic year, FCPS will completely phase out school-issued laptops and tablets for Pre-K and Kindergarten students. Exceptions will be made only for students with special needs, such as those with Individualized Education Programs (IEPs) or multilingual learning requirements.
The district is also tightening physical access to school devices. By November, the school board plans to finalize a detailed strategy requiring school-issued technology to be stored in designated classroom spaces when not in use. Additionally, policy revisions are underway to ban all personal electronic devices—including smartphones, smartwatches, and personal laptops—during school hours.
Stricter Rules on Generative AI and Online Content
Generative AI, one of the most debated topics in modern education, will face tough new boundaries. The board voted to enforce a total ban on generative AI for all elementary school students. Middle and high school students will also be restricted from using AI, with exceptions granted only for specialized projects pre-approved by a principal or the superintendent.
To protect younger students from harmful content online, the district is moving to block YouTube access across the school network for grades Pre-K through 8. Furthermore, a pilot program featuring "tiered security firewalls" designed to prevent cyberbullying and block inappropriate websites will launch in six elementary, middle, and high schools starting in the third quarter.
Driven by Parent and Teacher Advocacy
This policy shift reflects strong pushback from parents and teachers worried about digital device overuse. Fairfax Parents for Intentional Technology (PIT), a community advocacy group, collected more than 1,350 signatures urging the board to ban AI for grades K–8 and pause its rollout in high schools.
"We are not against technological progress," the group emphasized in a statement. "Our goal is to restore a healthy learning balance in the classroom rather than handing AI and digital devices to children without clear safeguards and guidelines in place."
