- Presentation from the June 24, 2026, public meeting (PDF) Project Background The Loudoun County Board of Supervisors initiated the 2026 Review of the Loudoun County 2019 Countywide Transportation Plan Comprehensive Plan Amendment (2026 CTP Review CPAM) during its February 18, 2026, meeting. The 2019 Countywide Transportation Plan (2019 CTP) and the Loudoun County 2019 General Plan (2019 GP) comprise the Loudoun County 2019 Comprehensive Plan. The 2019 CTP provides the policy foundation for the transportation network needed to support the county’s vision in the 2019 GP. Project Phases Phase 1 evaluates less-complex topics that involve minor policy additions, policy clarifications, formatting and the alignment of roadway functional classifications with Virginia Department of Transportation designations. The specific topics to be evaluated in Phase 1 are summarized in the staff report (PDF). Phase 1 is estimated to take approximately 16 months to complete, currently scheduled for completion in Spring 2027. Phase 2 will include an evaluation of more complex topics that require additional time, modeling, scenario testing, regional coordination, substantial public input and alignment with other major plans. The specific topics to be evaluated in Phase 2 are summarized in the staff report (PDF). While recommendations for specific roadway configuration and capacity topics will be addressed in Phase 2, initial modeling will begin during Phase 1 to gain a better understanding and guide those facility-specific analyses. Research and assessments of other Phase 2 topics can also be initiated during Phase 1. These topics include, but are not limited to, regional coordination, complex policy topics, and an evaluation of the bicycle and pedestrian plan, among others. Phase 2 is expected to begin in May 2027, following the completion of Phase 1, and is estimated to take approximately two years beyond the end of Phase 1.
